Don't go for one of the pre-paid offers on the hotel's website-- you won't be able to cancel or change your reservation, and the convention won't get credit for your stay.

Flying In
It doesn't matter which airport you fly into-- O'Hare International Airport or Midway-- as it's going to be equally convenient to get to the hotel from either one. To get to the hotel from either airport, you can either rent a car or take the Go Airport Express Shuttle. (Public transport is also available, but requires several transfers: you can plan a route at the RTA website.)
Shuttle Information
Shuttle service to the Westin from both O'Hare and Midway is provided by Go Airport Express (formerly Continental Air Transport, if you remember that name from our Sheraton Northwest days). Unfortunately, they are not offering a discount off the approx. $42 round-trip fee specifically for Chicago TARDIS. Convention attendees, however, can coordinate arrivals amongst themselves, as there is a "group" discount for three or more people going to the same place at the same time. Also, a charter van (holding 10 people) can be had for approx. $110 (each way).
To facilitate attendees arranging shuttle times for cheaper rates, we have created a Yahoo! group specifically for shuttle talk: chitardisshuttle. Join the group, put your travel info in the database, and hook up with fellow fans arriving (and/or leaving) approximately the same time you are.
Please note that shuttle reservations-- for one person or for a group-- must be made in advance of your arrival. You can reserve a shuttle time either online or by calling Go! Airport Express directly at 1-888-284-3826.
Driving In
The hotel is just north of the Reagan Tollway (I-88), at the Highland exit. You can get driving directions off the hotel's site.
